Shaping Cambodia's alcohol policy through data and advocacy

Ahead of the UN High-Level Meeting on Non-Communicable Diseases, Ruder Finn Era Cambodia positioned APISWA as a credible voice in the country's alcohol and health policy debate. A national evidence-based white paper, a multi-stakeholder policy dialogue and targeted media and KOL outreach earned 60 pieces of coverage and moved the national conversation toward reducing harmful use rather than use itself.

The challenge

APISWA wanted to be recognised as a key stakeholder in Cambodia's alcohol and health policy conversation, promoting responsible drinking and engaging the government ahead of the UN High-Level Meeting on Non-Communicable Diseases. The task was to steer the national narrative toward the harmful use of alcohol and away from framing that implied there was no safe level of consumption.

Our solution

Ruder Finn Era designed a communication strategy that reached government, media and grassroots audiences at once. The team launched a white paper, publicised a national evidence-based study, organised a multi-stakeholder policy dialogue, secured opinion pieces and tier-one media interviews, and partnered with influencers to build credibility around responsible drinking.
